In a steamer or saucepan with a steaming rack, steam cauliflower for 10 minutes or until tender.
Place half the cauliflower into the food processor and blend on high until smooth. Add remaining cauliflower florets, roasted garlic, dairy-free cream cheese, nut milk, and ground pepper and blend until smooth.
Add chopped chives to garnish.
